9 فِيمَا يَحْصُلُ مِن غَلاّتِ الأَوْقَافِ المَزْبُورَةِ وَمَحْصُولاتِ الدَّرَاهِمِ المَذْكُورَةِ جَعَلَ لَهُ الوَاقِفُ المَزْبُورُ تَغَمَّدَهُ بِالرَّحْمَةِ الرَّبُّ الغَفُورُ قَانُونًا يُرْجَعُ إِلَيهِ وَأُسْلُوبًا يُعْتَمَدُ عَلَيهِ، لا سَبِيلَ لأَِحَدٍ إِلَى تَغْيِيرِ هَذَا القَانُونِ وَتَبْدِيلِهِ وَلا مَجَالَ لِشَخْصٍِ إِلَى تَحْرِيفِ هَذَا الأُسْلُوبِ وَتَحْوِيلِهِ، مَا دَامَ الحَاصِلُ لِلْخُرُوجِ وَافِيًا وَالدَّاخِلُ لِلصَّرْفِ كَافِيًا. َ ... 9. In regard to the income from the above-mentioned waqfs and the aforementioned funds, the waqif - may the Merciful God bless him with His mercy - has ordained the law that should be abided and the rules that should be relied on so that no one shall have the chance to break the law or change it, and no one shall have the way to corrupt the law or replace it as long as the revenues cover the costs and the income is sufficient for the expenditure.

10 حَيْثُ شَرَطَ أَنْ يَكُونَ فِيهَا بَعْدَهُ مُتَوَلٍّ أَمِينٌ ذُو رَايٍ رَصِينٍ سَاعٍ فِي الدَّخْلِ عَلَى وَاضِحِ السُّنَنِ، كَافٍ فِي الخَرْجِ مَهْمَا أمْكَنَ بِضَبْطِ الغَلاَّتِ، مُجِدًَّا فِي الأَمَانَةِ وَمُجْتَنِبًَا عَن الإِهْمَالِ والْخِيَانَةِ. ... 10. Thereupon he (the waqif) declared that there shall be the mutawalli - manager of this waqf after him who shall be a reliable, intelligent and stable person. Also, he shall be diligent in collecting the revenues based on the clear rules and he shall spend according to the amount of the income. The mutawalli shall be the trustworthy person that shall avoid negligence and shall not engage in treason.

11 وَنَاظِرٌ جَابِي مَوْصُوفٌ بِالبَصِيرَةِ وَأَجْمَلِ الأَوْصَافِ يُحِيطُ عِلْمُهُ بِأَحْوَالِ الوَقْفِ كُلِّهَا وَلا يُغَادِرُ شَيْئًا مِن الأُمُورِالْمُتَعَلِّقَةِ بِالأَوْقَافِ مَصْلَحِهَا وَمَحَلِّهَا، وَلا يَتَصَرَّفُ المُتَوَّلِي إِلاَّ بِمَعْرِفَتِهِ وَلا يُبَاشِرُ فِي شَيْءٍ مِنْ مَصَالِحِ الوَقْفِ إِلاَّ بِرَايِهِ وَمَشُورَتِهِ. ... 11. The nazir-jabi (the monitor-collector) of the revenues shall be the person of good insight and of the best qualities who shall know everything about the waqf affairs.
